Starting August 2026, the new European Union Packaging and Packaging Waste Regulation (PPWR) replaces the older Packaging and Packaging Waste Directive. This represents a major shift: rather than relying on variable national transpositions, the PPWR introduces direct, harmonized laws across all EU Member States.
The regulation focuses on reducing packaging waste at the source, banning certain single-use packaging formats, mandating recyclability standards, and requiring clear disposal instructions. Crucially, it reinforces Extended Producer Responsibility (EPR), placing the legal and financial burden of packaging lifecycle management directly on the brand placing the packaged goods on the market.
Marketplace Compliance Gating: Under the EU PPWR "Marketplace Liability" rules, Salp is legally required to verify that producers are registered in the EPR register of the destination country. Because Extended Producer Responsibility is legally tied to the specific brand/producer placing the goods on the market, Salp cannot register or pay eco-contributions on your behalf. To sell into any country on our storefront, you must obtain a Packaging EPR number for that country and enter it in your settings. If you attempt to activate a shipping country without a valid Packaging EPR registration number, the portal will automatically filter it out and keep sales deactivated for that destination.
While the PPWR harmonizes the physical rules of what you can and cannot use as packaging (e.g., banning plastic wraps for fresh produce or mini hotel toiletries), it does not merge the country-level registration registries. You must still register separately in each country where you sell.
To be compliant, you must:
Register via the official Verpackungsregister (Environment Agency Austria - Umweltbundesamt) and set up a contract with a Producer Responsibility Organization (PRO) such as ARA (Altstoff Recycling Austria) or Reclay.
Register with the Executive Environment Agency (ExEA) or join a licensed organization such as Ecopack Bulgaria.
Register and report packaging volumes to the Environmental Protection and Energy Efficiency Fund: FZOEU.
Join the national system managed by Green Dot Cyprus to fulfill your recycling contributions.
Submit registration and packaging declarations to EKO-KOM, the authorized packaging waste collection and recycling system.
Register with the DPA System (Danish Producer Responsibility) and contract with a PRO such as VANA.
